1) If PCI-E VGA Card is installed, then onboard VGA defaults to [Disabled]

3) If a PCI and PCI-E VGA Card are both installed, then system will initialize PCI-E first
- Fixed an issue where the system would no POST (98h) when using a PCI-E VGA card
